Sidewalk Snow Removal The City of Elk River is seeking proposals for the Sidewalk Snow Removal from abatement throughout the City. Proposals will be accepted at the Elk River City Hall until 4:00 p.m., December 15. Proposals delivered after this deadline will not be considered. As part of its Code Enforcement program, the City seeks assistance in the removal of snow from the City's sidewalks, which is in violation of the City's nuisance ordinance. TOWN OF ORROCK MAILBOX POST INSTALLATION ORDINANCE # O-20121114-1 THIS ORDINANCE SUPERSEDES AND REPLACES ALL PREVIOUS MAILBOX ORDINANCES 1. Any person installing or replacing a mailbox and post shall place such at a vertical height of 45-48 inches above street level to the bottom edge of the mailbox and at a horizontal length of 36 inches from the curb or edge of road to the vertical post. No obstruction, support, or brace shall be placed in the area between the two posts. The box opening must be within six (6) inches from edge of road. 2. A mailbox installation or support must meet Federal and State regulations for breakaway standards. The maximum size allowable for a wooden post is four inches by four inches (4"x4"), or sixteen inches square. The maximum size allowable of a steel pipe is 2" of schedule 40 steel or lighter in diameter. 3. No mailbox shall be placed in a cul-de-sac. Mailboxes will be placed before or after the entrance of the cul-de-sac. 4. The installer is responsible for calling for utility locates (Gopher One) prior to digging or installation of the post. 5. Any person, firm, or corporation violating any provision of this ordinance shall be guilty of a misdemeanor. 6. Please refrain from planting flowers or shrubs on or around the base of the mailbox post and do not place newspaper boxes under the mailbox rather place them along the side the mailbox. (N24)
TOWN OF ORROCK RIGHT OF WAY ORDINANCE # O-20121114-2 THIS ORDINANCE SUPERSEDES AND REPLACES ALL PREVIOUS RIGHT OF WAY ORDINANCES Right-of-Way Definition: The street right-of-way includes the street and an area on either side of the street, used to support the use of the street. It also includes the area below and above the roadway. The Township has an Interest in the rights-of-way either by ownership or through an easement for travel or utilities. The scope of the easement can be determined by a written easement document, by the plat or by the use of the easement by the public. If an obstruction is identified in the road right-of-way on any township road, the property owner where the obstruction exists will be subject to the following policy, based on Minnesota Statute 160.2715. 1. Violator will receive a letter identifying the violations, a copy of the MN Statute and a diagram of the proper construction of driveway culvert from the Township and will be given thirty (30) days to remove the obstruction. 2. Should the obstruction not be rectified within the allotted time frame, a second notice will be sent to violator via certified US Mail. This will be the last Notice violator will receive and will provide violator an additional thirty (30) days to remove the obstruction. 3. After the thirty (30) days, should the obstruction continue to exist, the matter will be forwarded to the Sherburne County Sheriff's Department, so that a citation can be issued to violator based on Minnesota Statute 160.2715. After violator has been cited, violator will have one (1) day to remove the obstruction. Failure to comply will result in the removal of the obstruction by Orrock Township. This means that Residents may not build retaining walls, fences, place boulders, plant trees and/or shrubs or other obstructions or install other decorative or preventative materials in the easement area. ALSO, for driveways that are being constructed or re-constructed, driveways must be sloped four (4) to one (1) to permit safe navigation through the right-of-way. Clearing the right-of-ways of trees, shrubs, bushes and other obstacles is an ongoing project for Orrock Township. The efforts of the township do not end in the winter months. (N24)
TOWN OF ORROCK SNOW PLOWING POLICY POLICY # P-20121114 THIS POLICY SUPERSEDES AND REPLACES ALL PREVIOUS SNOW PLOWING POLICIES The Town of Orrock will maintain the roads of the Township in the safest possible condition. 1. Snowplowing will begin when two inches or more of snow has STOPPED. With the accumulation of six inches or more during a storm, an attempt will be made to keep main roads passable. During severe/whiteout conditions, plowing will cease so as not to endanger the maintenance equipment, personnel or the public. 2. Sanding shall be done as needed to provide safe travel on hills, curves and intersections. 3. It is unlawful for private snowplows to move snow across, or deposit snow on, public roadways. You cannot block public roadways, to include ditches, from those allowed by law, to navigate them. This includes snowmobiles and ATVs. If removal is necessary, the township shall remove the obstruction and assess the cost to the property owner as stated in MN Statute 160.2715 and MN Statute 169.42. 4. Mailbox damage will be considered ONLY if snowplowing equipment physically hits the mailbox and ONLY if the mailbox conforms to the regulation installation of a mailbox (see Mailbox Ordinance or contact the town hall). Home owners/residents are responsible for cleaning around their mailboxes for the mail carrier. 5. Garbage cans shall be placed behind the "plow line"; in or around your driveway, not on the roadway. The arm on the garbage truck can reach up to ten feet, and the truck needs to be safely in its own lane when picking up your cans; not in the oncoming lane. Garbage cans placed out in the roadway also hinder the mail carrier from reaching your mailbox during the day and the plows from getting close to your mailbox anytime. 6. Vehicles shall NOT be parked in or on the roadway during winter months – November 1st through May 1st. 7. The township shall not be responsible for damage to any sprinkler heads or sod/turf located within the road right-of-way (33 feet from the center of the road). In addition, but not limited to, property markers, basketball hoops and any other items placed in the right-of-way, shall be removed by the property owner or may be removed by the township at the owner's expense. A good rule-of-thumb is that the township owns, or has interest in, at least twenty-one (21) feet off the edge of the tar (including cul-de-sacs), for the purpose of storing snow or any other operations in support of the road and roadway.
