Commissioner Schmiesing was absent due to attendance at a Minnesota County Insurance Trust Conference. A Letter from the City of Big Lake Police Department thanking the Sheriff's Department for the donation of a computer was circulated. The AMC District 5 Meeting is scheduled on June 13th from 8:00 a.m. to Noon at the Initiative Foundation Office located in Little Falls. The Monticello Nuclear Generating Plant has an Open House scheduled on Thursday, June 6th from 4:00 - 8:00 p.m. in the Training Center. Commissioner Leonard informed the Board that Judge Varco passed away. She noted Judge Varco was instrumental in getting the electronic courtroom completed at Sherburne County. She also mentioned the excellent relationship the County Board has with the District 10 Judges. The Board expressed their sympathy to the family. Kathleen Heaney's sister passed away last week. The Board expressed their sympathy to Ms. Heaney. Riebel/Leonard unanimous to approve expense claims submitted by Commissioners as follows, with the stipulation that each Commissioner abstains from approving his/her own claim: Commissioner Anderson $350.00; Commissioner Petersen $337.29; Commissioner Leonard $515.27. Open Forum - There was no-one present for the Open Forum. Diane Arnold, Auditor/Treasurer, was present to request approval to award Request for Proposal for clean-up of Tax Forfeited Parcels. Petersen/Anderson unanimous to accept the proposals submitted by Clint Schendzielos and authorize the County Chair to sign a contract for services for the demolition, removal and cleanup of tax forfeited properties; parcels 15-036-1210 and 65-521-0205. Brian Bensen, Administrator, was present to request County Board approval of the Housing and Redevelopment Resolution authorizing tax abatement for Inline Packaging. Riebel/Anderson unanimous to approve County Board Resolution #06042013-AD-1537 tax abatement for Inline Packaging and directed staff to work with Inline Packaging to draft the Tax Abatement Agreement which will be brought to the County Board for ratification at a future meeting. J. Hancuch, Probation Director, was present to give the 2012 Annual Probation Report. He introduced Bobbie Schaefer, Juvenile and Court Unit Supervisor, Jennifer Zuchowski, Office Supervisor, and Cory Mabis, Adult Unit Supervisor. Each supervisor provided information about their unit. No action taken. Anderson/Riebel unanimous to approve the agenda for June 11, 2013 with the following additions: Island View Park; Discussion concerning layoffs; Closed Session during the County Board Workshop to discuss Labor Negotiation Strategy pursuant to Minnesota Statute 13D.03; Proposed schedule for 2014 budget discussion; Baby changing station at the County Fair; Commissioner Expense Report; Consent Item "g" was removed from the Agenda and will be considered at a future date. Riebel/Leonard unanimous to approve the Consent Agenda with the exception of "e" as follows: a. Approve the Sherburne County Board of Commissioners Regular Meeting Minutes of June 4, 2013 as presented. b. Discussion was held regarding "e" of the Consent Agenda. Anderson/Riebel to table consideration to approve increasing the Information Services Department clothing allowance up to $150.00 per employee for County Information Services clothing, as needed. This allowance is a taxable benefit to the employees and will be taxed through payroll each year to be compliant with the IRS "Taxable Fringe Benefit Ruling" until July 9, 2013. Announcements: The NACO Annual Conference information was circulated for review. Commissioners are to check their schedule and contact staff if they want to be registered. A Building and Purchasing Committee Meeting is scheduled in the Oak Room after today's Board Meeting. The Association of MN Counties District 5 Meeting is scheduled for Thursday, June 13th at the Initiative Foundation in Little Falls at 8:00 a.m. Schmiesing/Anderson unanimous to approve expense claim as follows, with the stipulation that the Commissioner abstains from approving his own claim: Commissioner Riebel $276.00. Commissioner Leonard stated that she would like to schedule a County Board Workshop Meeting for the afternoon of July 9th to discuss the 2014 preliminary budget. Brian Bensen stated he will get the 2014 budget schedule before the end of the meeting today for further discussion. Ken Ebel, Health and Human Services Director, and Barb Gustafson, Child Support Supervisor, were present to provide the 2012 Child Support Report. No action taken. Christina Zeise, Health and Human Services Planner, provided a final Legislative Report. No action taken. John Riebel informed the Board that the Fair Board would like to tear down the old baby changing station at the Fairgrounds and build a replacement. They have received a donation to complete this project. Anderson/Riebel unanimous to approve that the Fair Board tear down the old baby changing station and replace it with a new one using the donation for the project. Dave Lucas, Solid Waste Administrator, was present to provide an update on Great River Energy. Dave Katzner, Environmental Specialist, provided an update on Elk River Landfill. No action taken. Marion Larson, Region Coordinator, Central MN Emergency Medical Services Region, was present to review services that have been provided to EMS agencies in Sherburne County and to provide information on services that are available. No action taken. Discussion was held regarding Island View Park. Commissioner Schmiesing informed the Board that he has been contacted by the group "Friends of Island View Park" requesting access to the river for smaller boats. The plan developed for this Park identified a canoe access. A review of proposed changes/improvements was discussed noting these items would be done in the most cost effective way possible. Nancy Riddle will contact the DNR and Army Corps of Engineers to assure compliance with any changes made, and to get cost estimates for changes/improvements and bring the information to the June 18th County Board Meeting. Discussion was held regarding personnel who are laid off from County employment. Commissioner Schmiesing asked that consideration be given to re-hire laid off persons for open positions they would be qualified to fill. Discussion was held concerning a Workshop Meeting for July 9, 2013, to review the 2014 preliminary budget. Dan Weber and Brian Bensen will work together with Department Heads concerning the 2014 preliminary budget. Sharon Klumpp, Senior Vice President, Springsted, Inc. was present to provide a review of a proposal to provide executive recruitment services for the position of County Administrator. Gary Weiers, David Drown Associates, was present to provide information on a proposal to provide executive recruitment services for the position of County Administrator. Schmiesing/Petersen unanimous to contract with David Drown Associates to provide executive recruitment services for the position of County Administrator based on lowest quote received. Discussion was held regarding next steps in the recruitment process. Mr. Weiers was directed that the County contact throughout the recruitment process will be Dan Weber. A draft agreement between Sherburne County and David Drown Associates will be prepared and sent to the County Attorney for review and will be on a future County Board agenda for approval. The Board discussed having finalists take the Martin-McAllister evaluation, which is not included in the professional service fee. Petersen/Schmiesing unanimous to require the finalists for the position of County Administrator take the Martin-McAllister evaluation at the County's expense. At 10:50 a.m., the Chair opened a County Board Workshop Meeting. Sheriff Brott was present to discuss a contract with the Department of Corrections. The original contract was signed on March 21, 2013 and Sheriff Brott is requesting to amend the contract to include an increase in the housing of Level III offenders. The Board commended the Sheriff for his work in keeping the numbers up in the jail and noted if this wasn't done, the burden would fall on the taxpayers of Sherburne County. The Sheriff noted the hard work by the jail staff in keeping up the good reputation of the Sherburne County Jail. The Board asked that the Sheriff convey the Board's appreciation to the Jail staff. At 11:00 a.m., the Chair closed the Workshop meeting pursuant to Minnesota Statute 13D.03 to discuss Labor Negotiation Strategy.
