SHERBURNE COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES May 21, 2013 The Sherburne County Board of Commissioners met in regular session on May 21, 2013 at the Sherburne County Government Center in the City of Elk River, Minnesota with all Commissioners present. Call to order by the Chair was at 9:00 a.m. followed by a moment of silence and the Pledge of Allegiance to the Flag. Anderson/Leonard unanimous to approve the agenda for May 21, 2013 with the following additions: Approve the purchase of a new video and audio recording system for the Sheriff's Office Criminal Investigative Division; Approve a sales quote to upgrade the 911 dispatch center voice recording system; Closed session to continue performance evaluation. Schmiesing/Anderson unanimous to approve the Consent Agenda as follows: a. Approve the Sherburne County Board of Commissioners Regular Meeting Minutes of May 14, 2013 as presented. b. Accept the Veteran's Service Office Report for April 2013 as presented. c. Accept the Auditor/Treasurer's Report for April 2013 as presented. d. Approve revisions to the Sherburne County Burial Policy effective 5/21/2013 and on file in the Health and Human Services Department. e. Approve a purchase of service contract with Becky Gaul to provide licensed foster care for a disabled client. Purchase of service rates would be at the state approved levels. All state and federal funds will be used with no county dollars involved. f. Approve to renew a Purchase of Service Contract with UCARE to receive funding for services to elderly and disabled clients pending County Attorney approval of the contract. g. Approve the renewal of the Premises Permit for Princeton Youth Hockey Association, 511 Ice Arena Dr., Princeton, MN 55371 at Fairway Shores, 28340 131st St., Zimmerman, MN 55398 (Baldwin Township). h. Accept payment of Manual Warrants, Voids, Corrections dated May 13, 2013 in the amount of $6,626.75. i. Accept payment of Commissioner Vouchers dated May 13, 2013 in the amount of $1,069.65. j. Accept payment of Commissioner Vouchers dated May 15, 2013 in the amount of $261,371.87. Announcements: Reminder that the Building & Purchasing Committee Meeting will be after the Board Meeting in the Birch Room. The Board of Commissioners presented longevity awards to County Employees for years of service to Sherburne County. The County Board expressed their gratitude to the employees for their hard work and dedication to the County. The following employees received longevity awards for employment with Sherburne County: 20 Years - Ken Ebel, Health and Human Services; 10 Years - Robert Bauer, Sheriff's Department; 5 Years - Eric Fahland, Sheriff's Department; Jammie Kaufmann, Sheriff's Department. Discussion was held regarding the request for approval of a sales quote to upgrade the 911 dispatch center voice recording system. Anderson/Schmiesing unanimous to approve a sales quote from Northland Business Systems to make necessary equipment and software upgrades and enhancements to the current voice recording system used in the Sheriff's Office 911 dispatch center for recording phone calls and radio transmissions. The total cost of the upgrades is quoted at being $22,174.38, which includes a first year maintenance fee of $2,500.00. The funds for this equipment and software upgrade would come out of the E911 Expense account, line item 01-281-281-6290. Discussion was held regarding the request to purchase a new video and audio recording system for the Sheriff's Office Criminal Investigative Division. Anderson/Leonard unanimous to approve the purchase of a new video and audio recording system from Northland Business Systems for the Sheriff's Office Criminal Investigative Division. After receiving three quotes, the Sheriff's Office decided the system offered by Northland Business Systems would be most beneficial to the department. The cost of the system will be $23,921.09 with a first year service fee of $3,510.00 and would also require some additional wiring that is estimated to be $1,000.00 from Auld Communications. The system will be paid for out of the Drug Forfeiture account, line item 01-201-222.6923. The funds in this account includes money that is seized by the Sheriff's Office in relation to drug cases and does not include any levy funds. Sarah Chur, Regional Director, was present to give the University of MN Extension Report. Marv Ziner was present to talk about master gardeners. No action taken. Jeff Holubar, Loss Control Agent, Minnesota Counties Intergovernmental Trust, was present to give a Sherburne County update. No action taken. At 9:53 a.m., the Chair declared a recess and at 10:00 a.m. reconvened and closed the regular meeting pursuant to Minnesota Statute 13D.05, Subd 3(a), continuation of performance evaluation for County Administrator, Brian Bensen. At 10:20 a.m., the Chair reopened the regular meeting. Kathleen Heaney, County Attorney, presented a retirement agreement for Brian Bensen, County Administrator. Anderson /Schmiesing unanimous to approve the retirement agreement for Brian Bensen, County Administrator, effective August 1, 2013. Brian Bensen, County Administrator, submitted a letter of resignation to the County Board. He will retire from his employment with the County on August 1, 2013. He thanked the current Board members as well as the 17 previous Commissioners, and the citizens of the County that he has served for the last 35 years. Petersen/Schmiesing unanimous to appoint Dan Weber, Assessor, as Interim Deputy Administrator. Call to order was at 10:38 a.m. Michelle Ashe, County Recorder, was present to administer the Oath of Office to Regional Rail Authority Members. Petersen/Riebel unanimous to declare the 2013 Chair and Vice-Chair for the Housing and Redevelopment Authority to be the same as the County Board. Schmiesing/Petersen unanimous to approve the Housing and Redevelopment Authority Meeting Agenda as presented. Petersen/Schmiesing unanimous to approve the Housing and Redevelopment Authority Meeting Minutes of January 3, 2012 as presented. Riebel/Anderson unanimous to set a 2013 meeting schedule for the Housing and Redevelopment Authority that coincides with the Sherburne County Board meetings.
