SHERBURNE COUNTY BOARD OF COMMISSIONERS WORKSHOP MEETING MINUTES January 22, 2013 The Sherburne County Board of Commissioners met in a Workshop Session on January 22, 2013 at the Sherburne County Government Center in the City of Elk River with all Commissioner's present. Call to order by the Chair was at 10:09 a.m. Riebel/Schmiesing unanimous to approve the agenda for January 22, 2013 moving the security update before the County Commissioner Information Session. Ken Ebel, Health and Human Services Director, was present to discuss temporary employees' status change. Information regarding the increased caseloads in the mental health and income maintenance units was provided. Cathy Stubbs and Mary Jo Cobb provided information on caseload numbers in their units and how they exceed the recommended caseload numbers. Discussion was held concerning the investment in training for temporary employees. Information on budget impact to move the current temporary employees to regular status was provided. Janna King, Economic Development Services, was present to discuss Tools for Business. She informed the Board that Sherburne County will receive the Economic Development Partnership Award at the 2013 EDAM Winter Conference on Thursday, January 24, 2013 for the partnership between the City of Becker and Sherburne County on an LPI project. Janna provided an overview of the Tools for Business Web site and informed those present that a booth with promotional information about the site will be set up at each Sherburne County City's Business Expo. Joel Brott, Sheriff, was present to give a security update. Commander Steve Doran reviewed the updated Emergency Procedures Guide and provided a powerpoint presentation on an Active Shooter/Threat in Government Center. The Court Order prohibiting guns on the second floor was handed out. Permit to Carry regulations as they relate to within the Government Center were reviewed. Commissioner Leonard, Board Chair, stated the Board wanted to discuss staffing of the Administrator's Department. Commissioner Anderson stated that in December of 2012, the County Board approved a Phased Retirement Option (PRO) for Brian Bensen. He stated he wanted a full-time County Administrator. Commissioner Anderson stated he is proposing a restructure/reorganization of the County Administrator's Department by rescinding the PRO for the County Administrator, and to lay off the Deputy County Administrator effective February 1, 2013. The lay-off of the Deputy Administrator eliminates in-house lobbying and the Board discussed contracting for this service through the 2013 session for the County's involvement with Northstar.
