The Minnesota Secretary of State is reporting Jennifer Wagner and the Paul Motin the winners of the Elk River City Council Ward 4 primary. Wagner finished with 136 votes. Motin had 89 votes. Dennis Chuba had 82 votes. Wagner and Motin will face off in the Nov. 4 general election.
