Unofficial primary election results for the Ward 4 Elk River City Council race show Jennifer Wagner with 130 votes, incumbent  Council Member Paul Motin with 84 and Dennis Chuba with 77, according to the city’s Web site. This does not include absentee ballots. The top two finishers will advance to the general election in November.
