SHERBURNE COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
June 17, 2014
The Sherburne County Board of Commissioners met in regular session on June 17, 2014, at the Sherburne County Government Center in the City of Elk River, Minnesota with all Commissioners present. Call to order by the Chair was at 9:00 a.m. followed by a moment of silence and the Pledge of Allegiance to the Flag.
Leonard/Schmiesing unanimous to approve the agenda for June 17, 2014 with the following changes: Remove the 9:05 item presentation of Department of Veteran Affairs Voluntary Service Certificate this item will be on a future Board Agenda. Add: 2014/2015 Tobacco Licenses.
Anderson/Leonard unanimous to approve the Consent Agenda as follows:
a. Approve the Sherburne County Board of Commissioners Regular Meeting Minutes of June 10, 2014 as presented.
b. Accept the Auditor/Treasurers Report for May 2014 as presented.
c. Adopt Resolution #061714-AD-1591 (on file in the County Administration Department) approving continued County participation in the Performance Measures Program.
d. Approve to set a Public Hearing date for July 8, 2014 at 9:15 a.m. (or as soon thereafter as can be heard) for consideration of amending Ordinance No. 180 as recommended by County Staff and the Waste Management Advisory Committee.
e. Approve the proposed amendments to the Joint Powers Agreement (on file in the Sheriffs Department) with the Central Minnesota Emergency Services Board.
f. Approve payments to VTI and IFS for damage caused by a lightning strike on May 8, 2014; payment in the amount of $2,018.00 to VTI Security for security panel and $5,388.75 to IFS for Sherburne History Center fire alarm panel for a total of $7,406.75 to be paid from Capital Expenditures Depreciation Fund, Acct. #01-855-000-885-6608. This has been turned in to MCIT and they are currently working on this claim.
g. Approve funding in the amount of $4,200.00 from Account #21-392-6911 (SCORE) to subsidize costs related to a source separated organics program at the 4-H Food Stand during the 2014 County Fair as recommended by staff and the Solid Waste Advisory Committee, and authorize the County Board Chair to sign the 2014 SCORE Grant Funding Agreement (on file in the Zoning Department) between the County and 4-H.
h. Approve correction to the County Board Meeting Minutes of May 13, 2014 as follows: Consent l: Accept payment of Health & Human Services Commissioner Vouchers paid May 9, 2014 in the amount of $547,149.96.
i. Accept payment of Commissioner Vouchers paid June 5, 2014 in the amount of $102.00.
j. Accept payment of Manual Warrants, Voids, Corrections paid June 6, 2014 in the amount of $10,291,697.92
k. Accept payment of Commissioner Vouchers paid June 9, 2014 in the amount of $21,679.35.
l. Accept payment of Commissioner Vouchers paid June 11, 2014 in the amount of $33,872.54.
m. Accept payment of Commissioner Vouchers paid June 13, 2014 in the amount of $1,555,336.13.
Announcements: Steve Taylor asked the Board to consider adding a Workshop Meeting to the July Board Meeting Schedule on July 9th, and to add a Regular Board Meeting to the schedule on July 15th. Leonard/Schmiesing unanimous to add a Workshop Meeting on July 9th and a Regular Board Meeting on July 15, 2014.
The Board of Commissioners presented longevity awards to County Employees for years of service to Sherburne County. The County Board expressed their gratitude to the employees for their hard work and dedication to the County. The following employees received longevity awards for employment with Sherburne County: 25 Years-Brenda Ouren, Health and Human Services; Gail Kuzel, Health and Human Services; 10 Years-Chad Hass, Public Works; 5 Years-Tammy Ewert, Veterans; Jodi Isham, Information Technology.
Diane Arnold, Auditor/Treasurer, was present to request approval of 2014/2015 Tobacco Licenses. Petersen/Anderson unanimous to authorize Chairpersons signature on 2014/2015 Tobacco License (for the period of July 1, 2014 to June 30, 2015) applications for establishments with completed applications, and for establishments with incomplete applications contingent upon obtaining the remainder of the required approvals as follows:
Baldwin Township: Ridgeway Bay Resort.
Palmer Township: Briggs Lake Liquor, Inc.; Briggs Lake General Store; Palmer House.
City of Zimmerman: Frontier Liquor; Holiday Station Store 239; Jims Market; P & A Liquor; Speedway Super America 4535; Uptown Off-Sale.
Orrock Township: Station Operations II; Sand Dune Spirits
Becker Township: Holiday Station Store 598; SAFE Discount Liquor
Incomplete Applications contingent upon noted approvals:
Santiago Township: Santiago Country Store (pending local board approval)
Zimmerman: A-Z Pawn; E-Cig Healthy Living (both pending approval from County Attorney & Sheriff)
Baldwin Township: Finish Line Cafe; (pending approval from Health & Human Services/compliance check; County Attorney, Sheriff and local board)
Joe St. Dennis, County Building Official, was present to discuss application for MPCA grant money to assist in funding the Subsurface Sewage Treatment System (SSTS) program for the County. Schmiesing/Petersen unanimous to approve the Planning and Zoning Office application for two Minnesota Pollution Control Agency, SSTS Incentive Grants for compliance inspections for property transfers and compliance inspections for any permit. The County Attorneys Office has reviewed and approved said grant applications.
Mike Lindenau, Ditch and Drainage Technician, was present to give the Ditch and Drainage Technicians Report for April and May 2014.
Ryan Herboldt from Elk River provided a follow-up on his completed Eagle Scout bridge project in Woodland Trails Park over County Ditch 31. He thanked the Board for their support and for allowing him to work with Mike Lindenau. He provided a review of the partnerships he developed while working on this project. The Board applauded Ryans completion of the project.
Mike Lindenau provided a review of several problems on Ditch #28 resulting from one of the wettest springs in history. He provided a review of Branch 2 and Branch E. Mr. Lindenau provided information to the Board concerning Branch 2B of Ditch #28 with his recommendation to install a manhole where the 15 inch tile and 10 inch tile line come together. He requested Board approval to schedule a public hearing with benefitting landowners of Ditch 28 prior to any work being done. Leonard/Anderson unanimous to schedule a public hearing on July 15, 2014 at 9:15 a.m. to consider work on Ditch #28. Kathleen Heaney, County Attorney, requested that the City of Elk River be informed of this public hearing.
Mike Lindenau provided a review of the discussion at a meeting with the City of Elk Rivers Street Department concerning problem areas of County Ditches within the City.
Schmiesing/Leonard unanimous to set the next Ditch Authority Meeting on July 15, 2014.
The Chair declared a recess at 10:11 a.m. and reconvened and closed the meeting at 10:20 a.m.
