A billboard located along the west side of Highway 169 in Elk River, south of the Walgreens development, will be converted to digital.
Franklin Outdoor Advertising in Clearwater requested a conditional use permit from the city to convert the billboard to electronic changeable copy on both sides. The permit has been approved by the Elk River City Council. Under the terms, the duration of each display will be not less than eight seconds, and the sign will be equipped with a mechanism that automatically adjusts the brightness of the sign in response to light conditions. The size and height of the sign will remain the same.
