The Elk River City Council has agreed to have WSB & Associates Inc. provide engineering services for the city’s 2013 street improvements, even though it did not provide the lowest proposal.
WSB’s proposed fees are $168,804. Nine companies responded to the city’s request for proposals, with the fees ranging from $145,205 to $320,600. “We got a lot of good prices,” City Engineer Justin Femrite said. Three proposals were lower than WSB’s.
Femrite had recommended going with WSB. He said the staff evaluated the proposals on cost and other factors. Analysis included having some staff members review the proposals without looking at the cost.
“WSB’s proposal ranked higher than all the other proposals on everybody’s review,” Femrite told the council.
Cost does matter, he said, but they also looked at factors like experience and other things.
For instance, Femrite said WSB offered a far more detailed approach to public involvement that calls for communicating with affected property owners by a variety of means including an initial mailing as well as communication via Facebook, Twitter and a project website.
