Portner named Elk River’s city administrator

Calvin Portner will be Elk River’s next city administrator.
The Elk River City Council unanimously approved an employment agreement with Portner on Monday, Oct. 3. He has also agreed to the terms.
Portner will begin work Oct. 17. His salary is $124,425.  He also will receive a monthly car allowance of $400.
The city administrator is the top position in the city and the highest-paid.
Portner now works as the administrative services director for the city of Plymouth, Minn. Prior to that he held several positions with the city of Brooklyn Park, including assistant city manager, and was the district field director/field representative for U.S. Rep. Jim Ramstad.
He also served in the U.S. Air Force.
Portner has a bachelor’s degree in political science from the University of Minnesota in Minneapolis and a master’s degree in public administration from Hamline University in St. Paul.
He was one of 71 candidates for the Elk River city administrator job. The council initally offered the job to Kevin Lahner, city administrator in Burlington, Wis., but he declined. The offer then went to Portner.
The position came open in June when Lori Johnson resigned. She now is the city administrator for Otsego.
